replication failing for replica=2 with 3 nodes

    Description

      1.6.0beta4rc1-16
      centos 5.4 32 bit

      1) create a 3 node cluster with the default bucket having a replica count of 2
      2) verify vbucketmigrator is properly replicating every vbucket twice
      3) load keys into default bucket
      4) verify all keys are accessible
      5) shutdown northscale-server on node3 (service northscale-server stop)
      6) failover node3
      7) verify all vbuckets have 1 active
      8) verify all keys are accessible
      at this point I was missing about 1/4 of my keys

      Basically I verified that the vbucketmap was correct, vbucketmigrator processes had the correct command line and we had 1 active for each vbucket after the failover.
