Input fields should have upper and lower bounds

On the new Spock UI, on the Settings -> Auto compaction page, under Time Interval, the list controls for hour and minute should be bounded to 0-23 and 0-59 respectively. Currently they are not bounded, and allows selecting values <0 and >23 or 59 too.

Also, the length of these controls are too long. They need to be just long enough to accomodate the max value - 23 or 59.
