Creating memcached bucket restarts any existing couchbase buckets

    Description

      While create and testing Couchbase Server 4.6.0-3573 on Openshift image on RHEL 7.2 64-bit on openshift version 3.2, I notice that when create a memcached bucket, this creation memcached bucket would trigger shutdown all other couchbase buckets and restart them few seconds after that.

      To verify this issue, Anil and I did reproduce it as in capture images.
