cbcollect_info TMPDIR setting should be a real argument

The TMPDIR environment variable workaround to change the tmp dir to a directory that can fit the working set of data should be a real option and not one that is set with an envvar.

Some environments will allow you to run commands with sudo, but won't allow you to become root. Also, some places won't allow you to inherit the environment variables when calling sudo (even when using the -E arg) so it takes a bit of contortion to get TMPDIR properly set and passed to cbcollect_info so that the collection will run to completion.
