PAIRS() not returning all pairs

    Description

      The PAIRS function is not returning all pairs in some cases, e.g. when querying for SELF.

      As reported by Prasad Varakur, and reproduced:

      CREATE PRIMARY INDEX ON `travel-sample`;
      		 
      SELECT PAIRS( SELF )
      		 
      FROM `travel-sample`
      		 
      LIMIT 1;
