Cluster overview buckets section shows "Waiting for samples" when no buckets are configured

    Description

      Steps to reproduce:
      -Setup one node and delete all buckets
      -View the cluster overview screen
      -See that the "Buckets" section stays on "Waiting for samples".

      As a user I would be waiting for something to happen especially since we usually drop down the graphs rather quickly when there are some buckets.
