[FTS] RBAC issue - FTS Admin can't see Search Tab in Web Console

A user with FTS Admin [*] settings can't see the Search tab in the web admin. They should be able to see it, and it might just be that the role needs to have cluster.settings!read permissions associated with it.

The specific error message seen is the following:
