[CX] Need additional windows regression tests

Currently dev Windows testing for CBAS exists wholly as a "sanity" test post-commit which starts the server, and checks that it goes active, and shuts it down.  It would be nice to have testing on the open-source side, as well as have some way of testing pre-commit.
