Description
Steps to Repro:
1) Install 5.0.0-2412 on 4 nodes
2) Create cluster with different services, rebalance and dismantle the cluster such that all the nodes are single node cluster.
3) Go to a kv node which is not part of any cluster and click on query, We see a that it goes to query workbench.
When we try to run a command it fails with "Service n1ql not running on this node"
