Default bucket is created if first enabled then go back and disable it on the Config Wizard

Steps to reproduce

1. Bring up one node
2. Config the cluster
3. At the default bucket page click next
4. At the NOTIFICATIONS page click back
5. At the default bucket page click skip
6. Finish the wizard as usual

Problem

Default bucket is created

Expectation
Either one of the following should happen:

1. To go back and disable the default bucket and for it not to be created
2. Not be able to go back after the default bucket page
