UI: The help information should be shown on hover instead of user clicking on the help button.

1. Create a cluster.
2. Go to Servers page and click on Add server
3. Hover on the 'i' help button. Click on the help button 

In the old UI, we used to show the help text on hover on the help button. But on the new UI, user has to click on the Help button for the help text to show up. Making the help text to show up on hover will be better user experience.

In the old UI, the help text used to show up on both hover and click of the help button. On the new UI, the help text  is shown only on click of the help button.
