Persistence events do not occur when any vbuckets are pending deletion

    Description

      It's been observed numerous times that persistence events all seem to be preempted by vbucket deletions. That is, no item set or delete will occur until all vbuckets are deleted.

      Ideally, sets and deletes should flow freely where a vbucket is not pending delete such that persistence queues will come down incrementally as available.
