Support a configurable full fidelity stats retention period

Allow an administrator to set the time period over which full fidelity stats are available before being down sampled.

For example, if the full fidelity period is 2 weeks, Couchbase graphs should be able to display minutely samples for the past 2 weeks.

Minutely samples should also be available via the REST API for up to the configured retention period.
