[FTS] moss compactions triggered inefficiently - Need for leveled compactions

As captured in Scott Lashley's graphs in moss store standalone compaction testing, the background compactions in moss store are being triggered without any buffering of data.

This results in a lot of wasted effort while mutations are stalled.

Need to do a better job at triggering compactions.
