[N1QL RBAC UPGRADE] cluster admin not able to see query tab in a mixed node cluster

    Description

      1. create a node:node1 with 4.6.1-3652 couchbase version.
      2. create a user named cluster with permission cluster_admin.
      3. Add another node:node2 with 5.0.0-3015 to the cluster.
      4. Add pam authentication to node1 and give some password to user cluster.
      5.Try logging in to the cluster using user cluster and password you just created.
      6. I am able to login but query tab is not visible.
