Unable to create a bucket due to removal of tap permission from memcached

I’m having trouble creating a bucket with the latest code. Memcached keeps crashing for the following reason:

abort() called
terminating with uncaught exception of type std::invalid_argument: to_privilege: Unknown privilege: Tap

I'm not sure if there is an ns_server change that should be made or if we should just revert this change for now.
