[CX] Investigate DCP flow control with slow consumer

    Description

      Our performance tests showed that when connecting a slow analytics DCP consumer, the overall performance of the kv nodes drops significantly.

       

      We need to find out about the disconnect slow consumer option and figure out how to enable it and its implications.
