Add an only_skip_conflict_resolution flag to setMeta/delMeta

We need to be able to set the entire xattr section along with the value from the backup client. After a discussion with the kv-engine team it was decided the best way to do this would be in add a flag to the setMeta/delMeta command that allows us to only skip conflict resolution.
