Expected and actual document count mismatch found in kv rebalance

Steps:

1. Create and configure cluster.
2. Create and load bucket default
3. Create indexes on default
4. Start kv ops and scan operations 
5. Rebalance a kv node.
6. Stop kvops and scan
7. After rebalance is complete, make sure cluster is in healthy state.
8. Verify all the items in bucket is indexed and there are no pending items to be indexed.
9. Perform range scans

Observation:

The scan fails with following error:

unable to get expected results for query Results are incorrect.Actual num 28221. Expected num: 28224.
