Server-Analytics: Rebalance failed after re-adding the gracefully failed over node.

    Description

      Steps:
      1. Initialize a cluster with one node, Node1: data, full text, index, query.
      2. Add a cbas node and do rebalance Node2: CBAS.
      3. Mark the cbas node, Node2 for graceful failover. Rebalance to remove it from cluster.
      4. Add again the same node, Node2(CBAS only) with cbas service selected.
      5. Do rebalance. Rebalance failed although the node is added to the cluster.
      6. Try adding any other node(Node3: KV) or with any service combinations then onwards, rebalance keeps failing.
      7. Try removing all the nodes Node2, Node3. Rebalance fails. Nodes cannot be removed from the cluster.
