Reduce size of phosphor::TraceEvent by moving time precision into TraceChunk

The size of the TraceEvent object (which should be minimised as much as possible) can be reduced by 4 bytes by moving the top 32 bits of the timestamp into the TraceChunk object which will give a total of 4.3 seconds of range for the events in a TraceChunk.
