Remove unused feature: RequireSasl

Memcached may be started with a configuration where it would require the user to perform sasl authentication before one could do any operations. We've never used that feature of memcached as we put users into the default bucket (or no bucket) instead.

Currently we check that variable for every command the server receive, and it always return false.
