[CX] Prevent enabling commercial features when running with bundled JRE

    Description

      For compliance with the JRE license, we need to ensure customers do not use commercial features.  We should be able to check whether -XX:+UnlockCommercialFeatures was passed as a JVM arg, and fail-fast if so.
