Refactor: move Get/Set cluster config from the underlying engine up to the core

As part of supplying server push notifications of new cluster configurations the memcached code needs to be aware of the cluster configuration. The implementation of the command could therefore be moved up to the core and the current cluster configuration stored inside the bucket object.
