UI: Move the settings for auto-reprovision elsewhere

    Description

       

      Displaying auto-reprovision settings on the page for Auto-failover can cause user confusion. The two operations are very different in many ways.

      We should move the settings for auto-reprovision elsewhere.

       We are looking into adding new settings for auto-failover in 5.1. If that happens, then it becomes more important to move the auto-reprovision settings. 

       Creating this ticket as a reminder for whenever we add new settings for auto-failover.
