ns_server should allow for tuning of SLA values for memcached through the rest interface

    Description

      One may specify site specific values for when memcached will report operations as being slow, and it would be valuable if these could be distributed to all nodes by ns_server.

            This has recently come up in the field. Also, the tuning seems to be undocumented, so the feature isn't quite 'done' per what it was supposed to be in 5.5.

            I know DaveF is OOO at the moment. Not critical, but it'd be good to get this in the next release so I'll add the label for MH so it can be looked at.

            This item came up again today with Jose Molina needing to adjust.

            Dave Finlay, any possibility of adding this to CheshireCat at least prospectively if not committed? Basically, this feature in 5.5 hasn't shipped yet, since users can't adjust the threshold.

            During our talking, we've shipped a couple more versions. Since we're at the outset here for Morpheus, how can we put this in as a candidate Dave Finlay. It came up again in a user's service call in the last couple of weeks.
