Ubuntu System Test Longevity : Rebalance followed by a failover is stuck for 4+ hrs

      Build : 5.0.0-3509

      On the Ubuntu longevity run (with Ephemeral buckets), rebalance out of failed over nodes is stuck at 69% for over 4 hours now. This is the 5th day of the system test run with 5.0.0-3509.

      The cluster is live at : http://172.23.106.14:8091. Logs are attached.

      Marking this issue as a regression since the last run with 5.0.0-3497 had successfully run for 10+ days
