Windows CV failing after recent V8 upgrade

After what appears to be the recent upgrade to V8; I'm seeing all Windows CV jobs fail. On the command line the message is pretty unhelpful:

Failed to load testsuite C:/Jenkins/workspace/kv_engine-windows-master/build/kv_engine/ep_testsuite.dll: The specified module could not be found.

However if I RDP and try to run manually I see an error with ICU:

Note that this is currently blocking all KV-Engine code commits to master (vulcan) as Windows cannot pass.
