MOI persistence threads should be based on cpu allocation

    Description

      Ref CBSE-4213, it would be good for MOI persistence threads to be limited by the CPU allocated by the user.

      Right now, by default, its always twice the number of cores.

      It would be good if persistence threads get reduced once the user lowers the CPU quota from UI.
