[RocksDB] Re-build RocksDB library from source code without support for the AVX Instruction Set

    Description

      The RocksDB dynamic library we ship has been built for architectures with support of the AVX instruction set.
      There are cases where we run tests on CPU with not support for AVX (e.g., MB-26142 - FATAL Breakpad caught crash in memcached version 5.1.0-1220.).
      We need to rebuild the library from source code with no support for AVX and stick it in cbdeps.
