[CX] Provide statistics about the distribution of data

To determine the state of a cluster or to reason about the behavior of a cluster we should provide statistics on the physical data (e.g. data size, number of items) for each partition of each dataset or index on each node of the cluster. The information could be provided in different ways (e.g. though a SQL++ command or a HTTP API).
