[CX] ensure cancellation is accepted by the driver before clearing rebalance task

A race condition exists where 'cbas' can accept a cancel request that the driver will not be able to accomodate.  This causes an exception failing to locate the rebalanceTask once the driver attempts to mark it non-cancellable.  Cancelling should be coordinated and accepted by the driver before returning success to ns_server and clearing the task.
