Rebalance stuck if docs are created during rebalance and data ingestion is in progress.

1. Create a cluster with 1 KV node, say node1
2. Create a bucket “default”. Load 100k docs in it.
3. Run query on cbas:

    a.	create bucket travel with {"name":"default"}

    b.	create shadow dataset travel_ds on travel

    c.	connect bucket travel

4. Wait for ingestion to be completed.
5. Add another node with KV, CBAS service say node2. Rebalance cluster. Wait till rebalance is completed.
6. Add another 100k docs and wait till all of them are ingested to CBAS. Now cbas has 200k docs.
7. Add third node with KV, CBAS say node3 and rebalance. While rebalance is going on start creating 100k docs on CB bucket default.
8. Wait for rebalance to complete which eventually never completes.
9. If in step 8 the rebalance succeeds then delete bucket without disconnecting cbas and rebalance out node2 and node3. Rebalance stuck.
