Support upgrade of transport packet format

Allow transport packet format to be extended while supporting rolling upgrade.

There needs to be a mechanism for all components(projector, gsi client, indexer) to be able to detect when the cluster has fully been upgraded to a new version. The new packet formats should be used after that. In mixed mode, all components should still use the old packet format.
