Disallow Dedupe to capture All Updates

It should be possible to disable dedup so that all updates to a document are captured in DCP.

Performance implication of the said behaviour should be measured. For update sensitive applications wherein adjacent systems have to be notified of all updates, it should be possible to control the behaviour using a flag.

Possible use-case : transactional aggregations, audit updates(in fintech), etc
