RBAC Administration: New Role => Security Administrator

RBAC for Administrators should be enriched with a new role => "Security Administrator"

Several companies are running a Security team, granting permissions to users in Couchbase.
As of now, they need the Full Administrator role & password to grant permissions.

Goal of this task is to limit their edit permissions to the Security tab only, being restricted with the other resources. (read only or just not visible)

They would connect to Couchbase with their Security users.
