      Build 5.5.0-1593
      Observed many non_doc_timer_create_failures in stats.
      e.g. "execution_stats":

      { "agg_queue_size": 788174, "doc_timer_create_failure": 0, "non_doc_timer_create_failure": 408575, "on_delete_failure": 0, "on_delete_success": 0, "on_update_failure": 19, "on_update_success": 7356613 }

      Note that eventing metadata bucket is 100% resident.
