UI: Need meaningful message when non admin user tries to access eventing tab

    Description

      Steps to Repro:
      1) Created a 2 node cluster of kv-eventing:index:n1ql
      2) Created Admin and ro_admin users.
      3) Deployed a function using Admin user credentials.
      4) Login to couchbase cluster using ro_admin user and click on eventing tab.

      It fails with "Something went wrong with the Eventing service.". Screenshot attached.

      Maybe we need a meaningful message saying eventing is accessible only with Admin or Cluster Admin user.
