Build 1716 sometimes CBAS service not started after add cbas role

This is failed test, add cbas node happened at 
2018-01-18T17:53:05 [INFO] Adding new node: 172.23.98.30
http://perf.jenkins.couchbase.com/job/hw/1350/

cbas java process was not started, the trace from cbas node is different than the success runs.

cbcollected trace attached as 172.23.98.30.zip for the cbas node where cbas was not started.

For the same build some of the test run succeed.
