[upgrade] vulcan couchbase server failed to start if server was installed and uninstalled with version 4.0.0 (on centOS7)

Download 4.0.0 GA for centos 7
Install Couchbase Server 4.0.0 on a centos 7.4 server
Check UI is up in browser. OK
Uninstall Couchbase server 4.0.0 (rpm -e couchbase-server)
Remove install directory (rm -rf /opt/couchbase)
Check no beam.smp services running (ps aux | grep beam.smp)
Download 5.5.0-1911 build
Install Couchbase Server 5.5.0-1911
Check UI, UI is down.
Check beam.smp services, no beam.smp services running
Start Couchbase Server manually (systemctl start couchbase-server), Couchbase server failed to start with error message

[root@localhost ~]# systemctl start couchbase-server

Failed to start couchbase-server.service: Access denied

See system logs and 'systemctl status couchbase-server.service' for details.

Check systemctl status for defail

[root@localhost ~]# systemctl status couchbase-server.service

Failed to get properties: Access denied
