Hard failover REST API should support multiple nodes

    Description

      We can fail multiple nodes over concurrently (this is what happens in server group autofailover for instance) but our REST API just supports single node. We should fix this. Once this is done we should work with the UI folks and CLI folks to support multiple nodes in these places too.
