Don't delete audit log when disabling auditing

Currently, when auditing is disabled, the audit log is deleted.  I think this risks users shooting themselves in the foot by accidentally deleting all of their audit entries and at worst introduces a compliance issue.

My recommendation would be to never delete the audit log once it has been created
