Remove KVStore::pcbs (persistence callbacks)

KVStore::pcbs (persistence callbacks) shouldn't be a seperate member; essentially it's KVStore "looking after" persistence callbacks for the caller (flushVBucket).

We should instead make kvstore own these - i.e. change KVStore::set() / del() to own them.
