Add Stats so can debug hifi_mfu eviction policy performance issues

To be able to debug performance issues associated with the new hifi_mfu hash table eviction algorithm we need to add stats such as how often the decayer runs (which identifies how often the the frequency counters in a hash table are being saturated).
