[LogRedac] rest api to start log collection should use the default cluster level log redaction setting if logRedactionLevel param is not supplied

1. Set log redaction level to partial using rest api - settings/logRedaction
2. Start log collection using rest api without supplying the logRedactionLevel param - curl -X POST -u Administrator:password http://10.111.170.101:8091/controller/startLogsCollection -d nodes="*"
3. Expected result - redacted logs should be collected - but note that non redacted logs are collected
