[CX] Don't fail rebalance in when shadow states do not match

    Description

      We cannot rebalance shadow datasets that do not have the exact same state on all nodes.  Instead of failing the rebalance as we do today, we could simply exclude the shadows from a rebalance, unless we are rebalancing out a node on which the shadows are stored.
