Delete index in background during rebalance cleanup

During rebalance cleanup, should mark the index as deleted in metadata and return to rebalancer. Let the janitor clean up the index data in background. This is to minimize that rebalancer will not get blocked during rebalance cleanup, since index cleanup can be blocked during network partitioning.
