[CX] CC restart during an NC restart leaves system in broken state

    Description

      As observed in MB-29019, the rebalance hangs indefinitely due to one of the NCs failing to restart correctly, leaving it in a bad state.

      1. The CC doesn't know about the NC, so it is unable to respond to queries from it
      2. The NC does not exit on a failed startup.

      The attached logs are trimmed down versions of what is attached to MB-29019, with only the relevant restart and subsequent logs included.
