Tracking Versioning and Deployment History for a Function

The following are being proposed:

1. Keep a monotonically increasing Versioning scheme(i.e, number) for every Function.
2. Track the deployment history(version_number, time_of_deployment, deployed_by_user)

Also:

• Both the above to be included in the exported function.
• An option to clear the deployment history while Importing the Function.
