[FTS] low frequency term query throughput doesn't scale with more nodes

    Description

      This is umbrella ticket for future multi-node throughput enhancements, started in  https://issues.couchbase.com/browse/MB-28700

       

      Low freq. terms throughput degrades when moving from single node to multi-node FTS setup.
      I'm getting 44k q/sec on  single node but only 14k on 3-node cluster.

      In general, the lighter the queries (higher initial throughput) the less it scales when increasing the amount of nodes.
